Hank Could Be Trying to Reach the Vault-Tec Management
It is pretty well established that Hank’s loyalties lie only and only with Vault-Tec, with the way he betrayed Lucy in Season 1. In the first episode of Fallout Season 2, when he made his way to the company’s secured office, the first thing Hank did was to use the comms and call someone that he was going to continue their work to prove himself worthy of promotion. Now, the thing to note here is that there was no response from the other side, which raises the question, is someone even listening? The thing to note here is that the first instance of the mind-controlling implant was seen in the hands of Robert House, but this is Vault-Tec, so there is a chance that they have been trying unsuccessfully to recreate what he made, which is why numerous experiments carried out by Hank failed. There is also a chance that, at this point, Hank has simply lost it and is trying to reach someone who is not even there. There’s a good chance that Hank and other loyalists of Vault-Tec are just deluded about a purpose that does not exist anymore. There’s also a possibility that he is not actually calling someone but preparing audio messages for someone who is still in a cryo sleep as proof of the work he has done so far.
