The Maelstrom Rod is the ultimate reward from the Fischmas 2 update in Fisch and you can get it from the Cryoshock Cellar for 3,250,000C$. However, it is not something you can just go and purchase. Progress through the complete Santa’s Miracle Rod quest to get the Everfrost Key. Fish for the Essence of Winter and Essence of Starfrost in the Northstar Village waters. Purchase the Frost Moon Totem from the Glacial Ridge and trigger the Frost Moon weather. Pull the three levers in the Northstar Village while the Frost Moon is active and enter the hatch. Use both the essences and the Everfrost Key to unlock the Cryoshock Cellar. Catch the Cryoshock Serpent to gain access to the rest of the room. Do not try to sneak past the serpent, as it can take you down.
Once you defeat the serpent, parkour through the rubble. Do not fall into the frozen water, as it can kill you instantly. At the end of the room, go near the throne and purchase the Maelstrom for 3,250,000C$.

Releasing the input while the charge is above the required threshold grants bonus progress and a chance to freeze the fish in place for a short duration.
