The Flickering Flames Event in Arc Raiders features 25 reward tiers unlocked by earning Merit, with 10 Merit gained for every 1,000 XP earned in raids. Playing at least five matches lets you take part in both Flickering Flames and the Candleberry Banquet Project, which also grants bonus Merit. XP comes from looting and defeating ARCs or raiders on any map, and rewards unlock every 600 Merit up to the final tier.
